The popularity of e-book led to the need to re-evaluate of education system that is traditionally based on the printed textbooks. While the use of printed books have a lot of constraints in terms of cost and efﬁcacy in learning, many studies highlight the advantages of digital textbooks. As a learning medium of the21st century, digital textbooks are said to be able to solve various problems of teaching and learning. Malaysia does not want to miss in exploring the possibility of making digital textbooks as a medium of teaching and learning for the future. As a result, a digital textbook program is launched in 2014, although many stakeholders in education such as teachers, students, parents, publishers and ofﬁcers are not ready while the infrastructure is generally incomplete.

With the development of technology, digital publishing is gaining attention. After e-journals, e-books are now getting attention from key players in the book industry. From the library, e-books began to enter the mass market after the emergence of dedicated e-readers like the Kindle and Nook as well as free software like Adobe Reader, Microsoft Reader, and ePub. However, how well is e-book publishing known, or accepted in general? Based on an analysis of previous studies, it is clear that the existence of e-books is generally known, but its use is still low. In fact, many people do not realize that apart from purchases, e-books can be borrowed for use in most public and university libraries. Although e-books have advantages such as acquired mobility, space saving, and 24/7 access, problems in long onscreen reading is still the main reason print is the crowd’s favourite. In addition, the choice of title in e-book form is still relatively low due to several obstacles that exist in the form of pricing and distribution, digital rights management, e-reader compatibility and others.

This paper examines the cultural policies of the Malaysian government with a focus on goals and policy implementation strategies in relation to her cultural industry. The principal aim is to track the Ministerial approaches that may confirm and explain the policies undertaken. By way of review and analysis, this paper looks at how Malaysia is positioning itself to become more and more globalised and to ensure that the country’s cultural products may reach global standards and become leading exporters of cultural products. This paper goes further to identify measures taken to activate and reinvigorate the industry.

Media baharu semakin menggantikan media lama. Teknologi media baharu, terutamanya rangkaian komunikasi berasaskan Internet, menjadi alat utama yang mewujudkan model baharu pengeluaran budaya, pengurusan dan penyebaran maklumat. Dalam apa-apa hal, kita sering menggunakannya; daripada mencari maklumat atau berita hinggalah berkomunikasi dengan rakan. Sejak dekad 90-an, pembangunan media baharu mengubah bentuk media komunikasi; bukan hanya corak industri media, tetapi juga memberi kesan pada pembangunan sosial. Ini dibantu dengan pembangunan infrastruktur teknologi maklumat dan komunikasi dalam sesebuah negara itu sendiri. Di Malaysia, kerajaan menggalakkan penggunaan teknologi media baharu melalui pengenalan Koridor raya Multimedia dan projek Jalur Lebar Berkelajuan Tinggi. Meluasnya penggunaan teknologi ini melahirkan fenomenon yang dipanggil “budaya media baharu”. Namun, apakah yang dimaksudkan dengan budaya media baharu? Sejauh mana pula penggunaan dan pengadaptasiannya dalam kehidupan seharian, terutama di Malaysia sehingga melahirkan budaya baharu dalam kalangan masyarakat moden kini? Inilah yang akan cuba dibincangkan dalam kertas kerja ini.

Social media has become a global phenomenon and Asia is the largest market in terms of consumer participation. The study conducted by Universal McCann indicated that all social media platforms grew significantly and showed an increase in penetration rate from 33% in 2005 to 83% in 2008. In Asia, a total of 456 million users, which is one third of the world’s population online, engage with social media activities. For instance, favourite activities for Singaporeans are blogging, social networking, and online forums, while Malaysian seems to prefer blogging and interacting and social networking sites such as Facebook. Internet users in Thailand are inclined to be more attracted to the “citizen-journalism”, blog or any platform of news sharing while in Indonesia, the use of instant messaging via the Blackberry Messenger (BBM) to communicate and interact in the cyberspace is popular. This shows that social media is used to interact, collaborate, and share digital contents as well as build the digital networking that encourages its members to connect with each others. This paper discusses the use of social media in Malaysia and Indonesia and how it can be used and bring benefit the relationship among the people of the two countries.
